LIMITS imposed on card-to-card transfers in Azerbaijan

Starting August 1, limits have been applied to card-to-card transactions with bank cards in Azerbaijan.

elchi reports that, based on an agreement reached between the Central Bank of Azerbaijan and commercial banks, limits have been imposed on “card-to-card” transactions in the country.

Limits have been applied to both the amount of funds transferred from card to card and the number of transfer transactions, as well as to the total number of cards.

Furthermore, the implementation of new limits on the number of payment cards and electronic money accounts, as well as the use of electronic wallets, is also planned.

However, the main limits that interest the public are related to card-to-card transfers.

Thus, cardholders are informed that, effective August 1, 2026, as part of measures taken to strengthen security and transparency in the field of digital payments, certain changes are being applied to card transactions.

Specifically, it is possible to perform a maximum of 5 transactions per day for card deposits and card-to-card transfers. This means a cardholder can make 5 transfers per day with their card and receive payments 5 times in the same manner.

Although there is a limit on the number of daily card transactions, there is no limit on the daily transaction amount. Instead, a monthly limit of 20,000 manats has been set for the total amount of card-to-card transfers.

Transactions carried out between a bank customer’s own cards are not subject to these restrictions; that is, no limits have been placed on these transactions.

It should be recalled that the conditions prepared for card transactions were presented to the members of the Azerbaijan Banks Association and the Azerbaijan Fintech Association a few days ago.

On the other hand, according to the new rules, limits are also being placed on the number of payment cards and electronic wallets. Thus, for electronic wallets, 2 electronic wallets in manats and 1 electronic wallet for each foreign currency can be used.

There are several reasons for the application of limits on card-to-card transfers. The position of the government and the Central Bank is that these limits primarily aim to increase transparency and reduce fraud cases. On the other hand, the new rules serve to prevent tax evasion and illegal betting.

It should be noted that only Azer Turk Bank has issued an official statement regarding this decision. Other banks have not provided any warning to customers about this. (Fed.az)
