Investigation completed in criminal case regarding the murder of an Azerbaijani in Russia 14 years ago

The preliminary investigation into the criminal case, which continued at the Ganja City Prosecutor’s Office based on the facts of the murder of Alas Suleymanov and the attempted murder of Sakhavat Gurbanov on December 24, 2012, in the territory of Russia, has been completed.

This was reported to “Elchi” by the Prosecutor General’s Office.

It was stated that a criminal case regarding the incident was initiated at the Korolyov City Investigation Department of the Investigative Committee of Russia for the Moscow Region.

Based on the evidence collected during the investigation, a decision was made on February 21, 2013, to charge Ismayil-Najat Elgun Nazir oglu, a resident of Ganja born in 1987, as a defendant, and a search was declared for him as he was evading the investigation.

On August 21, 2021, a decision was made to transfer the criminal case to Azerbaijan for jurisdiction, and after the case reached the Prosecutor General’s Office of Azerbaijan, it was sent to the Ganja City Prosecutor’s Office for the continuation of the preliminary investigation.

During the investigation conducted at the Ganja City Prosecutor’s Office, the search for Ismayil-Najat Elgun Nazir oglu continued. As a result of the operational-search measures carried out, he was detained on February 7, 2026, and based on the investigator’s motion and the submission of the prosecutor exercising procedural guidance over the preliminary investigation, a preventive measure of arrest was chosen against him by the decision of the Ganja City Court.

During the preliminary investigation, evidence was collected establishing reasonable suspicion that Ismayil-Najat Elgun Nazir oglu, with the intent to take revenge due to a dispute between them, inflicted various injuries on Sakhavat Gurbanov with a sharp-cutting tool in front of the car repair shop where the latter worked, and intentionally killed Alas Suleymanov, who had intervened in the conflict to defend Sakhavat Gurbanov while performing his civic duty, out of hooligan motives.

Based on the collected evidence, Ismayil-Najat Elgun Nazir oglu was re-charged under Articles 120.2.2 (intentional murder with hooligan motives), 120.2.3 (intentional murder of a victim in connection with the performance of their civic duty), 29, 120.2.10 (repeated attempted intentional murder), and 221.3 (hooliganism) of the Criminal Code of Azerbaijan.

The preliminary investigation into the criminal case has been completed and sent to the Ganja Grave Crimes Court for consideration.
