Project supported by the State Agency implemented in Amirjan municipality

“We held the next meeting of the NGO I lead in the administrative building of the Amirjan municipality, which operates in the territory of the Surakhani district of Baku and has a population of over 60,000 people. Our project is funded by the State Support Agency for Non-Governmental Organizations of the Republic of Azerbaijan. This year’s project is dedicated to the ‘Analysis of legislative acts in the field of municipalities’.”

This statement was made to the press by Niyamaddin Ordukhanli, Secretary General of the Justice, Law, Democracy (AHD) Party, NGO chairman, and political scientist.

According to him, this meeting was the 2nd event held in the territory of the Surakhani district: “We held the 2nd meeting of our event in the administrative building of the Amirjan municipality. In total, we will hold events in 4 municipalities in the Surakhani district. First of all, I would like to express my gratitude to the honorable Adil Aliyev, Head of the Surakhani District Executive Power, for the high-level organization of our events. The meeting held today was attended by the municipal chairman, deputy chairmen, municipal members, and municipal employees, as well as local residents. We express our gratitude to Emil Yusifov, Chairman of the Amirjan municipality, for organizing the event. At the meeting, attended by 25-30 people, I provided extensive and detailed information about the direction of our project. The main focus of the project touched upon the importance of establishing high-level relations between the municipal leadership, municipal employees, municipal members, and municipal tax collectors with citizens. We also discussed the significant importance of analyzing legislative acts in the field of municipalities. Today, municipalities should pay more attention to the implementation of legal acts. The decisions they make must be directly based on the law. Municipalities should not make decisions outside the law. Adopted municipal acts must not go beyond the law. Municipal Chairman Emil muallim stated that the Amirjan municipality mainly collects property and land taxes from citizens. He noted that Adil Aliyev, Head of the Surakhani District Executive Power, pays great attention and care to the Amirjan settlement and that joint work is being carried out to solve existing problems within the settlement.”

According to the NGO chairman, the main direction of the project, in addition to meetings with municipalities, will also include the filming of 5 programs about the project on a television channel operating in our country.

According to Niyamaddin Ordukhanli, the Surakhani district is one of the most exemplary districts of Baku: “We witnessed the work done by the Surakhani District Executive Power in the Amirjan settlement. I can say that a lot of work has been done in the settlement. Asphalt pavements have been renewed in a large area of the settlement. The duties of the municipalities and the work done were also discussed in great detail. The extent of municipal powers in our country was also widely discussed.”

According to NGO chairman Niyamaddin Ordukhanli, the meeting also discussed the municipal institution created in Azerbaijan since 1999: “The municipality is a very important institution. Local self-government in Azerbaijan has a 26-year history. Initially, there were 2,700 municipalities. However, now these municipalities have been merged and reduced to 685. The Garachukhur municipality is also one of the first established municipalities. For the development of our state, it is essential that the powers and capabilities of the municipal institution be expanded. The main activity of our organization is also in this direction. The formation of municipal budgets is based on collected taxes. We must involve citizens in municipal collections. We must further increase awareness-raising work. In accordance with the project, information about the meetings we held with municipalities operating in the Surakhani district and the work done in the district will be disseminated on internet television. Also, extensive information about the meeting will be provided in the country’s media and social networks.” At the end of the project, reports on the held events will be submitted to the State Agency for NGOs and other state institutions.
