The chairman of the Justice, Law, Democracy (JLD) Party, Member of Parliament Qudrat Hasanguliyev shared his views during the discussion of the bill on amendments to the Migration Code of the Republic of Azerbaijan in the first reading at the plenary session of the parliament held today.
Member of Parliament stated: “Regarding the issue under discussion, I would like to note that my esteemed colleague Zahid Oruj made a sufficiently well-founded speech on this relevant issue, and I fully support him. Indeed, there is a great need for highly qualified personnel in Azerbaijan, especially in the agricultural sector, and I do not think we will be able to solve this problem within 5 years.
During the Soviet era, the lowest-ranked universities in Azerbaijan were the University of Economics and the Agricultural University in Ganja, which is now called Azerbaijan State Agrarian University.
Even during the Soviet era, the University of Economics was closed four times, and in 1987 it was transformed into a branch of the Leningrad Financial and Economic Institute.
However, the reforms initiated at this university by our former deputy colleague Shamsaddin Hajiyev are still being continued by Adalat Muradov today, and now this university ranks 634th in the world rating table, after Baku State University. Baku State University is in 565th place.
Therefore, I am making this comparison to show that it is possible to change the situation at the Agrarian University as well.
For this, simply put, serious work must be done. Today, there are faculties at the University of Economics, I can name at least three specializations where the passing score is over 600.
But let’s look at the situation at our Ganja Azerbaijan State Agrarian University today?
Look, the passing score for agronomy is 169.6 points.
Agroengineering – 177.2 – this is this year’s statistics.
Water Bio-resources and Aquaculture – 151.5 points.
Veterinary medicine – 153.4 points.
Plant protection – 178.1 points.
With such low scores, meaning with children with a low level of knowledge, I do not think we can achieve fundamental changes in this field unless this university is seriously rebuilt and serious reforms are carried out there.
Once, one of our ministers, who did not work in the legal field but was a lawyer, said that we need agronomists, not lawyers.
Of course, the country needs lawyers too, because it is very difficult to develop the agricultural sector without establishing a legal state.
But I did not read in the press, nor was such information disseminated, that this issue has ever been discussed at a Cabinet of Ministers meeting.
This means that special attention needs to be paid to specialist training.
This should be one of the most important tasks facing the government.
Only in this way can we change the situation in this field. If you go and inquire now, I have personally inquired, the majority of highly qualified specialists working in all our agro-parks, livestock complexes, and crop farms are from Turkey.
Esteemed Zahid müəllim noted that even specialists in agroengineering are invited to the country from Iran.
What I want to bring to your attention is that we must first and foremost focus our attention on education.
