These Drivers Will Not Be Fined

According to the Law of the Republic of Azerbaijan “On Road Traffic”, signs 3.27 (“No Stopping”) and 3.28 (“No Standing”) are among the main prohibitive signs that ensure order on the roads.

elchi reports, citing yenisabah, that national legislation grants certain categories of vehicles and specific situations the right to stop or stand within the zone of influence of these signs without being fined.

According to “Yeni Sabah’s” investigation, the current exceptions, established in full compliance with Azerbaijani legislation, are as follows:

Route Vehicles (Buses and Trolleybuses)
The effect of signs 3.27 and 3.28 does not apply to route vehicles moving along a designated route and located at designated stops. That is, buses can stop without being fined to pick up and drop off passengers only at official stopping lanes and in accordance with the schedule.

Vehicles Carrying Persons with Disabilities
Sign 3.28 “No Standing” does not apply to vehicles driven by or carrying persons with disabilities of Group I and II. To benefit from this exception, it is mandatory to have the “Disabled” recognition sign on the front and rear windshields of the vehicle.

Note that this exemption does not apply to sign 3.27 “No Stopping” – stopping is prohibited for persons with disabilities where this sign is present.

Emergency and Special Service Vehicles
Emergency vehicles (Emergency Medical Services, Police, Firefighting, Special State Protection Services, etc.) that have activated their blue or red flashing lights and special audible signals to ensure priority movement while performing their service duties can stop or stand, violating the requirements of both signs 3.27 and 3.28.

Taxi Vehicles
Legislation states that sign 3.28 “No Standing” does not apply to taxis with an active meter. In modern times, for taxis operating with digital applications, special taxi stands and authorized waiting zones determined by AYNA are primarily taken into account. Taxis also cannot stop where sign 3.27 “No Stopping” is present.

Drivers Facing Compulsory Stops
According to Article 52 of the Law, stopping in prohibited zones for the following reasons is considered a compulsory stop and does not result in a fine:

Sudden technical malfunction of the vehicle;

Sudden deterioration of the health of the driver or passenger;

The transported cargo posing a danger to traffic;

Unexpected obstacle appearing on the road.

Legal Requirement: During a compulsory stop, the driver must immediately turn on the hazard lights and place the emergency stop sign (at least 15 meters in populated areas, at least 30 meters outside populated areas) on the road. Otherwise, this may be considered a violation.
