Updated regulations on entry and exit from China came into force on September 15. The regulation introduces several new restrictions aimed at ensuring the country’s sovereignty and security.
“Elchi” reports that the relevant decree of the State Council of the PRC was adopted for the purpose of “protecting the legitimate rights and interests of persons entering and leaving China, as well as ensuring national sovereignty, security, and development interests.” According to the document, PRC authorities will publish warnings about risks arising during travel to certain countries and regions. Both Chinese citizens and state agencies must be guided by these warnings when reviewing travel documents. The situation abroad will be assessed taking into account events occurring there, including potential armed conflicts, natural disasters, man-made accidents, and outbreaks of infectious diseases.
When necessary, migration authorities may request additional documents from Chinese and other citizens regarding the purpose of their trip. In case of providing false information, the authorities may refuse their exit from the country. In addition, according to the new decree, if Chinese citizens commit offenses abroad, they may be banned from leaving the country for a period of six months to three years.
A separate provision also notes that Chinese citizens may be banned from traveling abroad if they violate export control measures for goods and technologies or pose a threat to “national technological security.”
The rules state that in case of providing false information or forged documents during visa processing or border crossing, foreign citizens may be banned from entering China for a period of one to five years.
Furthermore, the rules provide for fines ranging from 5,000 to 50,000 yuan ($740 to $7,500) for providing illegal mediation services in the processing of entry and exit documents, preparing fake invitation letters for foreign citizens, as well as organizing such illegal activities without the appropriate license. At the same time, the provision of such services by foreign companies is prohibited.
