Various proposals regarding the strengthening of social protection for large families in Azerbaijan and the improvement of the demographic situation are brought to the agenda from time to time. In particular, the issue of introducing a separate monthly allowance for families with three or more children is a topic of discussion in terms of reducing the financial burden on families.
So, is there a concrete proposal or discussion regarding the provision of a separate monthly allowance for families with three or more children at present, and how could the introduction of such a payment affect the social situation of families and demographic indicators in the country?
elchi reports that, in a statement to Sonxeber.az regarding the topic, Member of the Milli Majlis Vugar Bayramov stated that proposals have been submitted to the Milli Majlis to reconsider the definition of a large family and to reduce the number of children in this category from 5 to 3:
“The main reason for this is that the number of families with 5 or more children has not been high in recent years. Our proposal is that families with 3 or more children should be considered large families. If the proposal is accepted, families with 3 or more children will be entitled to receive a monthly allowance from the state. That is, it is intended to pay an allowance for each child. At the same time, opportunities could be created for mothers, and in some cases fathers, in those families to retire earlier.”
The deputy stated that according to the proposal, it is intended to reduce the retirement age by 3 years for families with three children, 4 years for families with four children, and 5 years for families with five or more children:
“We believe that this change could be appropriate both in terms of supporting natural growth and ensuring better social provision for families with 3 or more children. Thus, changing the approach to the definition of a large family could allow more families to receive monthly allowances from the state budget and enable parents to retire earlier.”
