Salaries to be Electronized

Salaries will be electronized.

According to elchi, this is reflected in the proposed amendment to the Labor Code.

According to the project, in order to ensure compliance with the requirements of the legislation by the participants of labor relations, to control the timely payment of wages to employees in the amount stipulated by the legislation, and to prevent informal employment, it is envisaged that wages and other payments paid to employees will be transferred to a bank account determined based on the employee’s choice through an electronic payment system.

As a result of the adoption of the mentioned normative legal act, the submission of information about the relevant transfers to the salary card to the body carrying out state control over labor legislation is of great importance for increasing transparency in labor relations and more effective protection of employee rights. The application of such a system allows for strengthening control over employers’ timely and full payment of salaries. As a result, it becomes more accessible to detect and eliminate irregularities in salary payments, including delays, reductions, or concealments. This creates a basis for ensuring fairness and social justice in the labor market, protecting employees’ rights, and strengthening socio-economic stability.

With the application of the control mechanism, the body carrying out state control over labor legislation will have an effective control system that ensures the transparency of labor relations between the employee and the employer and ensures the correct payment of wages. This will also facilitate the timely identification of violations in labor relations and the taking of appropriate measures. Thus, the application of a modern and effective control mechanism for salary payments can make a significant contribution to improving the implementation of labor legislation in the country, protecting employee rights, and the sustainable development of the labor market.

As a result, the payment of labor will be fully electronized, the workload of employers related to the accounting, calculation, and payment of labor payments will be reduced, and in the future, there will be no need for declarations submitted by employers to tax authorities regarding income tax, social insurance contributions, unemployment insurance contributions, and mandatory health insurance contributions related to labor payments; quarterly declarations will be replaced by monthly information, and state control over the implementation of labor payment in accordance with the legislation will be strengthened, and an electronic (proactive) control mechanism will be established.

At the same time, measures against informal employment will be strengthened, automatic crediting of paid MDSS contributions to individual personal accounts in the insurance pension system will be ensured, automatic calculation of average monthly wages in cases of business trips, vacations, loss of work capacity, etc. will be ensured, and citizens’ access to their own income history will be expanded.
