EU did not give Kyiv a firm promise for 2028

The European Commission (EC) has not given Ukraine a firm promise to conclude accession negotiations by the end of 2028, stating that the country “must accelerate reforms” for this.

elchi reports that this was noted in the European Commission’s annual report on enlargement.

The document states: “It is important for Ukraine to continue to accelerate the reform process in order to achieve its ambitious goal – to complete the accession negotiations by the end of 2028.”

The European Commission has concluded that Ukraine “has met the conditions for opening the remaining two negotiation clusters.” However, the EU Council is still refusing to approve this decision, as these clusters include problematic areas, particularly agriculture and the access of Ukrainian agricultural products to the European market.
