According to the Decree, the “Regulation on the “Digital Communications” Information System” has been approved.
It has been determined that the “Digital Communications” Information System (RRIS) ensures the operativeness, efficiency, and transparency of regulation and control in the fields of information and communication technologies and communications (telecommunications and postal services) through the use of digital technologies, including information and communication technologies, as well as the operativeness, efficiency, and transparency of relations with central and local executive authorities, legal entities owned by the state and whose controlling stake in shares belongs to the state, public legal entities created on behalf of the state and other budget organizations, local self-government bodies, and other individuals and legal entities, as well as the systematization and accessibility of the services provided and the information stored in the RRIS.
The Ministry of Digital Development and Transport of the Republic of Azerbaijan carries out the function of the owner of the RRIS, and the Information and Communication Technologies Agency under the Ministry of Digital Development and Transport of the Republic of Azerbaijan carries out the function of the operator.
According to the Decree, the Cabinet of Ministers of the Republic of Azerbaijan shall resolve the issues arising from this Decree, the Ministry of Digital Development and Transport of the Republic of Azerbaijan shall take the necessary measures for the formation, maintenance, organization of operation, and development of the RRIS, the placement, maintenance, and improvement of the RRIS in the “Government Cloud” in accordance with the “Government Cloud” (G-cloud) Concept” approved by the Decree of the President of the Republic of Azerbaijan dated June 3, 2019, No. 718, as well as take measures for the inclusion of the RRIS in the “Unified Register of State Information Resources, Systems, and Electronic Services” and the State Register of Personal Data Information Systems, and together with the state bodies (organizations) forming the primary source of the mentioned information, take the necessary measures to ensure the acquisition of that information through the Electronic Government Information System within six months, and together with the State Service of Special Communication and Information Security of the Republic of Azerbaijan, ensure the implementation of measures arising from the requirements of the Decree of the President of the Republic of Azerbaijan dated September 12, 2018, No. 263 on “Approval of the Rules for the Formation, Maintenance, Integration, and Archiving of State Information Resources and Systems and on Certain Measures Related to E-Government”.
