President Ilham Aliyev has sent an address to the participants of the IV Baku Security Forum.

“Dear Forum participants!
I sincerely greet you at the IV Baku Security Forum on the topic of “New challenges in the global security architecture and the formation of effective cooperation mechanisms against terrorism”.
This Forum, held in Baku for the fourth time, brings together leaders and representatives of special services and security agencies from various countries, creating an important opportunity for the exchange of ideas and the development of mutual cooperation in the field of international security. The expansion of the Forum’s participating geography year by year and the relevance of the discussed issues are indicators of the growing international prestige of the Baku platform. I am confident that this year’s event will also be significant in terms of developing cooperation in the field of security and exchanging mutual ideas and experience.
Today, the world is experiencing a period of rapid and complex changes. The processes taking place in the system of international relations, the intensification of geopolitical competition, and the ongoing conflicts and confrontations in various regions have a serious impact on the global security environment. The deepening of the crisis of trust and the difficulty of mutual understanding make the strengthening of the national security architecture and the preservation of international stability a fundamental and urgent priority for all countries.
Ensuring peace, stability, and security in the world is a common responsibility of all states. The scale and threatening nature of modern challenges necessitate the strengthening of mutual cooperation and the application of flexible and coordinated approaches. Because the concept of security is no longer limited to the borders of individual states. A crisis or a hotbed of tension arising in any region can affect other regions in a short time, damage political and economic stability, energy and food security, and lead to serious consequences in transport and communication links. Terrorism and extremism, transnational organized crime, illegal arms and drug trafficking, cybercrime, and other cross-border threats also take on a more complex character by exploiting this interdependence.
In particular, the use of modern technologies and new opportunities to expand the scope of terrorist activities is a cause for serious concern. The malicious use of digital capabilities, including artificial intelligence, hinders the effectiveness of the fight against terrorism by promoting the spread of radical ideas, expanding the financial sources of terrorist networks, and attracting new supporters. In these circumstances, the fight against terrorism should not be limited to the efforts of individual countries, but should remain one of the important directions of international cooperation and joint action.
To ensure reliable security, it is important not only to fight existing threats and their consequences but also to identify risks in advance and prevent them in a timely manner. For this, strengthening mutual trust between states, developing professional relations between security agencies, and increasing the effectiveness of mutual information exchange are of particular importance. Experience shows that partnerships built on the basis of open and reliable dialogue allow for the prevention of even the most complex security challenges in a more flexible and effective way.
Azerbaijan considers ensuring international peace and security, strengthening mutual trust between states, and expanding cooperation as its main priorities. Our country attaches great importance to promoting dialogue on security issues and expanding mutually beneficial cooperation on various international and regional platforms. The holding of the Baku Security Forum also serves these goals, creating conditions for defining concrete directions of cooperation and further strengthening mutual trust.
I am confident that the discussions to be held within the framework of this year’s Forum will create conditions for a deeper understanding of modern global security challenges, the identification of new approaches to preventing them, and the further strengthening of cooperation between special services and security agencies, and will serve to strengthen international security and form a more stable and secure world for future generations.
