Land areas necessary for the construction, installation, and expansion of tunnels, including metro tunnels, railway, metro, and tram lines, as well as stations and depots, will be acquired for state needs.
“Elchi” reports that this is reflected in the proposed amendment to the Law “On the acquisition of land for state needs,” which was discussed at today’s meeting of the Agrarian Policy Committee of the Milli Majlis.
In this regard, a corresponding amendment to the Civil Code is also proposed.
Thus, amendments to the legislation are proposed in Azerbaijan to ensure the development of metro and railway infrastructure, as well as the timely and efficient implementation of large-scale projects in this field. The draft is aimed at legally ensuring the unimpeded implementation of strategically important state projects regarding metro and railway infrastructure.
It was noted that in order to improve transport infrastructure in Baku and surrounding areas, the “State Program for the Improvement of Transport Infrastructure in Baku and Surrounding Areas for 2025–2030” was approved by the President’s decree dated January 30, 2025. In addition to updating vehicle fleets, the State Program provides for measures related to the construction of new depots, stations, and lines, as well as the restoration and improvement of existing infrastructure.
The main purpose of the drafted bill is to improve the legislative framework regulating the procedures for the acquisition of land for state needs.
The amendments provide for a more precise and unambiguous application of legal mechanisms, especially when acquiring land necessary for the construction, restoration, and improvement of tunnels, including metro tunnels, railway, metro, and tram lines, as well as stations and depots, for state needs.
It is stated that the proposed amendments will serve to accelerate important transport and communication projects, particularly the expansion of metro and railway infrastructure, and to increase legal certainty and transparency in the process of acquiring land for state needs.
The project also aims to balance state and citizen interests within the legislative framework.
