The structure of the “Icherisheher” State Historical-Architectural Reserve Administration has been updated

By the Decision of the Cabinet of Ministers of the Republic of Azerbaijan No. 274 dated September 8, 2026, the structure of the “Icherisheher” State Historical-Architectural Reserve Administration has been updated.

elchi reports that the Press Service of the “Icherisheher” State Historical-Architectural Reserve Administration has released information regarding this matter.

It was stated that the main purpose of the changes is to form a more compact, flexible, and efficient management model, eliminate overlapping functions, accelerate the decision-making process, and direct existing resources toward priority areas of activity.

It was noted that while the previous structure included eight subordinate entities in addition to the Administration’s Office, the new structure provides for two subordinate entities: the Museum and Tourism Center and the Traditional Arts Center. This change will serve to organize management in a more compact and flexible manner, eliminate overlapping functions, and ensure more efficient use of resources.

According to the information, the creation of the Museum and Tourism Center stems from the necessity to systematically develop the tourism potential of Icherisheher. Coordinating museums, cultural spaces, and visitor services based on a unified approach will allow for improving service quality, developing new tourism routes and visitor programs, and, in general, enhancing the visitor experience.

Within the framework of the new structure, a transition from the “department and sector” model to the “division and department” model is also planned for the Administration’s Office. Combining related areas of activity under unified leadership will serve to strengthen coordination and enable more prompt decision-making.

As part of the optimization, the staff limit of the Administration has been reduced from 430 to 300 staff units. It was stated that this change is related to the elimination of overlapping and parallel functions, the centralization of support functions, and the redirection of human resources to priority areas of activity.

It was emphasized that the main goal of the structural change is the qualitative renewal of management, focusing existing capabilities on the preservation of Icherisheher’s historical and cultural heritage, increasing the quality of services provided to residents and visitors, and ensuring the sustainable development of the Reserve.

It was noted that while implementing the changes, the requirements of labor legislation and the rights and guarantees of employees established by law will be protected.
