Prime Minister Ali Asadov has issued instructions to a number of agencies regarding the implementation of the “State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030”.
elchi reports that this is reflected in the Cabinet of Ministers’ order on ensuring the implementation of the Decree of the President of the Republic of Azerbaijan No. 1182 dated August 20, 2026, “On the approval of the ‘State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030′”.
According to the order, the State Tourism Agency shall:
– Submit proposals on the improvement of the Law of the Republic of Azerbaijan “On Tourism” to the Cabinet of Ministers of the Republic of Azerbaijan by December 20, 2026, in coordination with the Ministry of Justice of the Republic of Azerbaijan and other relevant state bodies (state legal entities) to be determined during the implementation process;
– Submit proposals on the issuance of investment promotion documents for projects related to tourism activities and the improvement of the mechanism for issuing investment promotion documents, taking into account the specifics of tourism activities, to the Cabinet of Ministers of the Republic of Azerbaijan by October 20, 2026, in coordination with the Ministry of Economy of the Republic of Azerbaijan, the Ministry of Finance of the Republic of Azerbaijan, and other relevant state bodies (state legal entities) to be determined during the implementation process;
– Submit proposals on the creation of a flexible and comprehensive incentive framework in the tourism sector, as provided for in sub-clause 8.8.2 of the “State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030” (hereinafter – State Program) approved by the Decree of the President of the Republic of Azerbaijan No. 1182 dated August 20, 2026, to the Cabinet of Ministers of the Republic of Azerbaijan by October 20, 2026, in coordination with the Ministry of Economy of the Republic of Azerbaijan, the Ministry of Finance of the Republic of Azerbaijan, the Ministry of Digital Development and Transport of the Republic of Azerbaijan, the Ministry of Agriculture of the Republic of Azerbaijan, the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan, and other relevant state bodies (state legal entities) to be determined during the implementation process.
The Ministry of Economy shall submit proposals on the provision of interest subsidies for loans obtained in manats from credit institutions within the framework of investment projects related to the provision of services in hotels and other accommodation facilities in tourism and recreation zones provided for in the State Program, the activities of sanatorium-resort institutions, the operation of stadiums and arenas for winter sports, and the organization of congresses and professional salons, to the Cabinet of Ministers of the Republic of Azerbaijan by October 20, 2026, in coordination with the Ministry of Finance, the State Tourism Agency, and other relevant state bodies (state legal entities) to be determined during the implementation process.
The Ministry of Digital Development and Transport shall prepare and submit proposals on increasing the contribution of air transport to the development of tourism to the Cabinet of Ministers by October 20, 2026, in coordination with the Ministry of Economy, the State Tourism Agency, and other relevant state bodies (state legal entities) to be determined during the implementation process.
The Center for Analysis of Economic Reforms and Communication shall:
– Ensure the creation of the “Monitoring and Reporting Module for the implementation of the ‘State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030′” within the framework of the “e-monitoring” portal, for which it is the operator, within two months in order to ensure the monitoring and evaluation of the implementation of the measures provided for in the State Program, and carry out the monitoring and evaluation of the State Program through the Module starting from 2027;
– Ensure the classification of information regarding the implementing bodies (agencies), cities and districts, implementation deadlines, as well as project-related data (opinion on the information system meeting information security requirements in accordance with the “Rules for the formation, maintenance, integration and archiving of state information resources and systems” approved by Decree of the President of the Republic of Azerbaijan No. 263 dated September 12, 2018, integration of the information system into the E-Government Information System, storage of the information system, including its backup copies, in the “Government Cloud”, etc.) and other necessary indicators for the measures provided for in the State Program, and ensure the reflection of information on the current situation and reporting by creating relevant sections in the Module;
– Take necessary measures regarding the integration of relevant electronic information systems (portals) operated by the relevant implementing bodies (agencies) into the “e-monitoring” portal for the purpose of monitoring and evaluating the implementation of the measures provided for in the State Program;
– Submit information on the results of the monitoring of the implementation of the measures provided for in the State Program to the Cabinet of Ministers of the Republic of Azerbaijan once a year, by April 30, starting from 2027;
– Submit information on the results of the evaluation of the implementation of the measures provided for in the State Program to the Cabinet of Ministers of the Republic of Azerbaijan by June 30, 2031.
Main and other implementing bodies (agencies) for the measures provided for in the State Program shall:
– Determine the target indicators for the result indicators of the measures provided for in the State Program and their distribution by years, and submit them to the State Tourism Agency of the Republic of Azerbaijan within two months in accordance with the exemplary form of the indicator table agreed with the Center;
– Ensure that relevant information regarding the implementation of projects within the framework of the measures provided for in the State Program is posted in the “Project Management” module and submitted to the Center once a quarter (by the 15th of the month following the quarter) starting from 2027, and reports on the annual results of the measures are submitted by February 25 of each year;
– The Ministry of Finance of the Republic of Azerbaijan and the Ministry of Economy of the Republic of Azerbaijan shall ensure that information on the initial total cost of projects for the measures provided for in the State Program, funds provided, allocated, used in the state budget and the private sector, and funds required for subsequent years, as well as loan funds allocated, used, and required for subsequent years by international financial institutions, is posted in the Module by the 5th of the month following each quarter.
Control over the implementation of this Decree shall be entrusted to the Humanitarian Affairs Department of the Cabinet of Ministers of the Republic of Azerbaijan.
This Decree enters into force from the day of its signing.
