Fake information and documents aimed at deceiving citizens by using the name of the Analytical Expertise Center (AEM) of the Ministry of Health are being circulated on social networks.
“Elchi” reports that this was stated in the information released by the Ministry of Health.
It is noted that the information claims that the AEM is allegedly cooperating with a certain “Sandoz Pharma Department”, recruiting for the position of “barcode operator”, and that candidates’ data is being registered in the AEM’s internal registry.
“We state with full responsibility that this information does not reflect the truth and is fake.
At the end of the circulated fake document, the signature of a person named “Etibar Abdalov of the Human Resources Department of the Analytical Expertise Center Sandoz Pharma Department” is allegedly shown. We state that no person named Etibar Abdalov works at AEM. Furthermore, although the document was circulated on August 2, it bears the date “03.08.2026”. This contradiction clearly shows that the document is fake.
In addition, the person who contacts citizens under the guise of recruitment introduces himself as “Fariz Heydərov, Chief Coordinator for Human Resources of Sandoz Pharma company operating under the Analytical Expertise Center of the Ministry of Health” and demands that the citizen transfer money to a certain bank account under the pretext of “contract details fee”.
We state once again that:
There is no “Sandoz Pharma” or any other private company operating under the Analytical Expertise Center;
AEM does not conduct recruitment under such a name;
No payment is required during recruitment by AEM;
Citizens are not asked to transfer money to any account.
Also, the information regarding the “barcode operator” position circulated on social networks does not reflect the truth.
For information, we state that the Analytical Expertise Center does not issue linear barcodes (GTIN/EAN) for medicinal products.
GTIN (Global Trade Item Number) is the international identification number of a product and is obtained by the manufacturer or the holder of the registration certificate based on GS1 international standards. In other words, the GTIN and linear barcode are not issued by AEM, but by the company that manufactures or registers the product.
GS1 is a non-profit organization that develops standards for the international identification of products. These standards serve to track products throughout the entire supply chain and to ensure that information exchange is carried out in a unified manner.
Within the framework of the Drug Tracking and Tracing System implemented by the Analytical Expertise Center, a DataMatrix identification code is generated for each sales package of medicinal products. This code contains the GTIN, a unique serial number, a batch (lot) number, and the expiration date. It is this information that allows for tracking the movement of medicinal products from production to the end consumer, preventing the circulation of counterfeit medicinal products, and ensuring transparency in the supply chain.
Thus, the GTIN (linear barcode) for medicinal products is not issued by AEM, but by the manufacturer or the holder of the registration certificate in accordance with international GS1 standards. The issuance of linear barcodes for medicinal products is not within the powers of AEM.
AEM once again appeals to citizens and states that they should only trust the official information of the Center regarding recruitment, payments, or other official procedures, should not believe documents and payment requests sent by unknown persons, and under no circumstances should they provide their personal information and funds to third parties.
Regarding the fact, the Analytical Expertise Center will appeal to the relevant state structures and necessary legal measures will be taken in accordance with the legislation,” the statement said.
