The operations of this university in Azerbaijan have been suspended

The educational activities of Baku Girls University have been suspended.

This was reported to elchi by the Ministry of Science and Education.

It was stated that during the Accreditation Council meeting held on July 10, the final evaluation reports on institutional and program accreditation prepared by the relevant Accreditation Commissions for Baku Girls University were discussed.

Based on the results of the discussions and voting, the final outcome for the higher education institution’s institutional and program accreditation was assessed as “not compliant,” and a decision was made that Baku Girls University is not considered accredited.

The decision was made based on the identification of serious non-compliances in the fulfillment of state educational standards, regulatory legal acts, and quality assurance requirements covering various aspects of the higher education institution’s activities during the evaluation.

Taking into account the decision of the Accreditation Council and clause 4.37 of the “Rules for Accreditation of Educational Institutions” approved by Decision No. 167 of the Cabinet of Ministers of the Republic of Azerbaijan dated September 28, 2010, the Ministry of Science and Education has initiated the procedures provided for by legislation regarding the suspension of the educational activities of the higher education institution.

In this regard, considering the nature and scale of the non-compliances discovered during the evaluation, their impact on the main areas of the higher education institution’s activities, as well as the lack of substantial evidence confirming the possibility of their elimination in a short period, a relevant submission has been sent to the licensing authority to consider the suspension or revocation of the license granted to the educational institution in accordance with the Law of the Republic of Azerbaijan “On Licenses and Permits.”

The Ministry of Economy of the Republic of Azerbaijan, by Order No. 92 dated July 30, 2026, revoked the license No. EL-358/2018 dated September 11, 2018, granted to Baku Girls University, in accordance with the Law of the Republic of Azerbaijan “On Licenses and Permits.”

Taking the above into account, the Ministry of Science and Education, in accordance with clause 4.37 of the “Rules for Accreditation of Educational Institutions” approved by Decision No. 167 of the Cabinet of Ministers of the Republic of Azerbaijan dated September 28, 2010, will ensure the transfer of students studying at Baku Girls University to other higher education institutions according to their majors to ensure the continuity of their education and the protection of their educational rights.

The Ministry of Science and Education reiterates that the main goal of the accreditation process is to ensure quality in higher education, protect the rights of students, and ensure that the activities of higher education institutions are organized in accordance with the requirements of the legislation.
