“The rules for the application of a financing model based on parent-state-private partnership in the field of preschool education” have been approved.
According to elchi, the Cabinet of Ministers has made a decision regarding this.
Financing based on parent-state-private partnership in the field of preschool education is carried out on a competitive basis. The competition is held annually by the Ministry of Science and Education of the Republic of Azerbaijan. The duration of the competition is determined by the Ministry.
In accordance with the Law “On Licenses and Permits”, private educational institutions that have been granted a license for preschool educational activities have the right to participate in the competition as applicants. The total amount of state support in the project is determined depending on the number of learners who can benefit from it, the amount specified in these Rules, and the implementation period of the project. The monthly limit of state support for educational services provided to each learner under the project is set at 70 percent of the tuition fee, but not exceeding 350 (three hundred and fifty) manats for Baku city and 250 (two hundred and fifty) manats for other regions. The implementation period of the projects should not exceed 10 (ten) months. Financing of state support for the project is carried out within the volume of targeted funds provided for the Ministry in the state budget.
For the conduct of the competition, a Working Group consisting of at least 5 (five) people, composed of Ministry employees, is created by the Ministry.
