“We held the fourth meeting of the project ‘Analysis of legislative acts in the field of municipalities,’ which is financially supported by the State Support Agency for Non-Governmental Organizations of the Republic of Azerbaijan, at the Bul-Bula municipality operating in the territory of the Surakhani district.” This statement was made to the local press by Niyamaddin Ordukhanli, Secretary General of the Justice, Law, and Democracy Party, NGO chairman, and political scientist. According to him, the event was held in the administrative building of the Bul-Bula municipality: “The last, fourth meeting of our project was held in the municipality building. This meeting was also organized at a very high level. We would first like to express our gratitude to the honorable Adil Aliyev, the head of the district executive power, for his support in holding the project supported by the State Agency in the Surakhani district. We also thank the honorable Nasib Ismayilov, chairman of the Bul-Bula municipality. Officially, nearly 40,000 citizens live in the Bul-Bula settlement. In addition to the municipal chairman, deputy chairmen, municipal members, municipal employees, and the municipal accountant, local residents also attended the meeting. At the meeting attended by 25 people, I provided extensive and detailed information about the topic of our project. The main direction of the project touched upon the importance of establishing high-level relations between the municipal leadership, municipal employees, municipal members, and municipal tax collectors with citizens. We also discussed the significant importance of analyzing legislative acts in the field of municipalities. Municipalities should pay more attention to the implementation of legal acts. The decisions they make must be directly based on the law and supported by the law. Municipalities should not make decisions outside the law. Adopted municipal acts should not go beyond the law. In some cases, several municipalities commit violations of the law and, in the end, those municipalities are held accountable before the law and bear legal responsibility. Such projects also have an educational character so that municipalities should be careful in the decisions they make. Decisions must be made in a collegial form. By law, municipal decisions must be made with a 50-plus majority. The municipal chairman cannot make independent decisions.”
According to Niyamaddin Ordukhanli, he also spoke about the successful activities of the Bul-Bula municipality: “I can note the work done in the Bul-Bula settlement and, mainly, that property and land taxes are collected from citizens at a high level. Municipal chairman Nasim muallim noted that the head of the Surakhani district executive power, Adil Aliyev, also provided great support for the work done in the settlement. He stated that the district leadership often visits the settlement and holds mobile meetings, pays special attention to martyr families, veterans, and disabled veterans, makes appeals to relevant state agencies for the solution of existing problems in the settlement, and we carry out joint work towards solving the existing problems within the settlement.”
According to the NGO chairman, in addition to the meetings held with municipalities planned in the project, 5 programs about the project will be filmed on a television channel operating in our country. The participation of the country’s most active members of parliament, municipal chairmen, officials, and well-known experts is planned in the programs.
According to Niyamaddin Ordukhanli, the level of municipal powers created in our country was also widely discussed in all four meetings held: “The municipal institution, created in Azerbaijan since 1999, has been established. The local self-governing body is a very important institution. Azerbaijan has a 27-year history of local self-governance. Initially, 2,700 municipalities were operating. However, now these municipalities have been merged and reduced to 685. The Garachukhur municipality is also one of the first created municipalities. For the development of our state, it is essential that the powers and capabilities of the municipal institution be expanded. The main activity of our organization is also in this direction. The formation of municipal budgets is formed by collected taxes. We must involve citizens in municipal collection. We must further increase awareness-raising work. In accordance with the project, information about the meeting we held with municipalities operating in the Surakhani district and the work done in the district will be broadcast on internet television. Also, extensive information about the meeting will be provided in the country’s media and social networks.” At the end of the project, reports will be submitted to the State Agency for NGOs and other state agencies regarding the events held. Finally, on behalf of our organization, I express my gratitude to the leadership of the State Support Agency for Non-Governmental Organizations of the Republic of Azerbaijan, its Executive Director, and all responsible persons who contributed to the implementation of our project. Every year, the Agency provides high-level support for the implementation of hundreds of important projects for our country in all fields. Thousands of people are involved in the implementation of the projects. Today, I can clearly say that a high-level cooperation has been established between the Presidential Administration and civil society. This cooperation serves the stronger development and strengthening of the Azerbaijani state.”
