The State Commission of the Republic of Azerbaijan on Prisoners of War, Hostages and Missing Persons (State Commission) has launched the Online Inquiry Center (OIC), developed for the purpose of receiving and managing information regarding missing persons and facilitating electronic citizen inquiries.

The portal was created based on the Integrated Data Management System (iDMS), developed within the framework of cooperation between the State Commission and the International Commission on Missing Persons (ICMP).
The new digital platform serves to manage information about missing persons in a unified electronic system, ensure operational data exchange between government agencies, investigate citizen inquiries more flexibly, and organize interactions with family members of missing persons on a modern digital platform.
During the development of the system, the requirements of the legislation of the Republic of Azerbaijan and the operational directions of the State Commission were taken into account.
The portal operates entirely in the Azerbaijani language, and data is stored on servers located within the territory of the Republic of Azerbaijan. The portal offers users the following capabilities:
Submitting new information about missing persons through the “Report a Missing Person” service;
Sending electronic inquiries to the State Commission through the “Request on Missing Persons” section;
Providing information about suspected graves or burial sites along with geographic coordinates through the “Indicate a Place” service;
Electronically attaching photographs, documents, and other materials to the system;
Providing additional information for more operational investigation of inquiries.
One of the significant advantages of the portal is the systematization and analysis of information received from citizens in a unified electronic database and its provision for use by relevant government agencies. This allows for more efficient planning of search, excavation, exhumation, and identification processes.
