MES: Necessary measures have been initiated to implement the Presidential Decree

The parent-state-private partnership model in the field of preschool education will be financed by the state.

According to the information provided to elchi by the Ministry of Science and Education, the Decree of the President of the Republic of Azerbaijan regarding the implementation of a financing model based on parent-state-private partnership in the field of preschool education is an important step towards increasing accessibility in this area.

The Decree serves to involve more children in preschool education by effectively utilizing the potential of private preschool educational institutions, expanding parents’ choice options, and implementing state support in this field through effective mechanisms.

The main essence of the new model consists of providing financial support by the state to parents who place their children in private preschool educational institutions within the framework of established rules, that is, covering a certain part of the monthly tuition fee at the expense of the state budget.

This approach, while strengthening cooperation between parents, the state, and the private sector, will also provide an additional stimulus for the development of preschool educational institutions. The main goal is to expand children’s access to preschool education and significantly increase the coverage of preschool education.

The Ministry of Science and Education has started implementing the necessary measures in the direction of executing the Decree together with the relevant authorities, and detailed information will be provided to the public in the coming days.

It should be noted that the Cabinet of Ministers has signed an Order on ensuring the implementation of the Decree of the President of the Republic of Azerbaijan No. 691 dated June 19, 2026, “On the implementation of a financing model based on parent-state-private partnership in the field of preschool education”.
