Experts say that while the Pyongyang regime may use exaggerated language regarding its defense capabilities, the real question is not whether North Korea possesses nuclear weapons, but why it needs so many.
Peter Ward, a researcher at the Sejong Institute in Seoul, stated that North Korea aims to create a nuclear arsenal so vast and dispersed that it cannot be destroyed by a single military intervention.
Citing the example of Iran, Ward noted that countries that do not fully possess nuclear weapons are vulnerable to attacks instead of creating deterrence, and North Korea has learned from this experience.
