The Milli Majlis has adopted in the first reading the bill granting the status of a 1st category state body to the Plenipotentiary Representation of the President in the Nakhchivan Autonomous Republic (AR).
elchi reports that a draft amendment to the law “On Civil Service” regarding this matter was submitted for discussion at today’s first meeting of the parliament’s extraordinary session.
It was noted that the presented draft was prepared to improve the governance model in the Nakhchivan Autonomous Republic as part of the large-scale structural and administrative reforms being implemented in Azerbaijan.
According to the draft, the Plenipotentiary Representation of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic will now have the status of a 1st category state body.
The Plenipotentiary Representation of the President of Azerbaijan in the Nakhchivan AR is an executive body that performs tasks defined by the President of Azerbaijan in the territory of Nakhchivan, and the representation is headed by the Plenipotentiary Representative of the President of Azerbaijan in the Nakhchivan Autonomous Republic, who is appointed and dismissed by the President of Azerbaijan and reports directly to the President of Azerbaijan.
According to other proposed changes, the positions of the Plenipotentiary Representative of the President of Azerbaijan in Nakhchivan and their deputies are being removed from the classification of administrative positions, while the position of Assistant to the Plenipotentiary Representative of the President of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic is being included in the list of third-classification positions.
After this change, the law “On Civil Service” will no longer apply to the Plenipotentiary Representative of the President of Azerbaijan in Nakhchivan and their deputies. The salary scale for individuals holding these positions, taking into account their years of service, will be determined by the relevant executive authority in accordance with Article 33-4.3 of the law “On Civil Service”.
