The Board of the Ministry of Energy has approved the “Safety Rules for the Operation of Heating Installations” in accordance with the Law “On Heat Supply”.
elchi reports that Minister Parviz Shahbazov has signed a new decision regarding this.
According to the decision, considering the potential risks of disrupting the normal operating mode of heating installations, an assessment of their technical condition must be organized, and preventive measures aimed at preventing accidents and other emergency situations must be developed and implemented. Pipelines for aggressive, flammable, combustible, explosive, or harmful substances must be hermetic. Protective barriers (covers) must be installed in places where leakage is possible (hatches, valves, flange connections), and if necessary, a device for draining the liquid to a safe place must be installed. Elements of equipment, valves, and devices that require regular inspection must be installed in accessible places for maintenance.
Furthermore, safe movement paths for servicing each heating installation and an evacuation plan for fire or emergency situations must be developed and brought to the attention of the staff.
It is prohibited for employees not involved in the maintenance of the equipment to remain unaccompanied in the area where the heating installation is located and in production buildings. Passages and roads, entrances and exits inside and outside production buildings and facilities, as well as adjacent areas, must be illuminated, kept clear, and safe for pedestrian and vehicle traffic.
It is prohibited to build workshops, sanitary-domestic, or other structures under gas pipes. Cleanliness must be maintained in chambers and channels, accumulated water in these parts must be drained regularly, and blockages of passages must not be allowed.
