The German Chancellor believes that the “associate member” status would allow Ukrainian officials to participate in EU summits and ministerial meetings, but would not grant them voting rights. In addition, the German Chancellor proposed that EU countries make a “political commitment” to apply the bloc’s mutual assistance provisions to Ukraine in order to create “significant security guarantees.”
“My proposal will help facilitate ongoing peace negotiations. This is necessary not only for the security of Ukraine but also for the security of the entire continent,” Merz noted.
Reuters notes that an unhindered path to the European Union could be crucial for Ukrainian President Volodymyr Zelensky in convincing Ukrainian citizens of the need for a peaceful settlement.
