In accordance with the Decision No. 229 of the Cabinet of Ministers of the Republic of Azerbaijan dated May 20, 2019, winners of international and national subject olympiads, international competitions, and contests are admitted to higher education institutions without participating in the general competition.

“Elchi” reports that the State Examination Center has released information regarding this matter.

It was stated that “winners of international and national subject olympiads, international competitions, and contests” refers to the following individuals:

– individuals awarded gold, silver, or bronze medals in international subject olympiads;
– individuals who placed first, second, or third in the national subject olympiads held among 9th-11th grade students;
– individuals who have been laureates (grand prize, first, second, and third places) of international competitions or contests (in the age group over 15).

Winners of international and national subject olympiads have the right to be admitted to a higher education institution without competition only once within the next 2 academic years after completing their full secondary education, while winners of international competitions or contests have this right within the next 5 academic years after completing their full secondary education (the specialties for which non-competitive admission is conducted, the list of international and national subject olympiads, and the list of international competitions and contests are reflected in the Decision No. 229 of the Cabinet of Ministers dated May 20, 2019).

Winners of international and national subject olympiads, international competitions, and contests (those who have not yet submitted their relevant documents to the SEC) must submit photos of the documents listed below to the State Examination Center (Baku, acad. H. Aliyev st., 299 and Binagadi district, S.S. Akhundov st., 50) or its regional branches between May 13 and June 30, 2026:

– A copy of the “Applicant’s electronic application” form approved in the general order;
– A photo of the document confirming that they are a winner of an international subject olympiad, national subject olympiad, international competition, or contest;
– Information about the country where the relevant event was held, the date, and the official website reflecting the results.

The Center has the right to verify the authenticity of the submitted documents and their ownership by the person presenting them through the databases of the relevant authorities of the countries where those olympiads, competitions, and contests were held, or the organizations that organized them (including international organizations).

Citizens of the Republic of Azerbaijan who are winners of international subject olympiads, international competitions, and contests must send to the Center, along with the photos of the documents specified in point 4.2, a notarized translation of those documents into the Azerbaijani language.

Those wishing to be admitted to special-purpose educational institutions must, in addition to the specified documents, submit a medical and physical fitness certificate, a biography, and other information provided for in the Charter of that educational institution to the Document Admission Commission established at that educational institution.
