An amendment has been made to the Decree of the President of the Republic of Azerbaijan No. 144 dated November 5, 2004, “On the submission of reports and information regarding the visits of high-level delegations.”
elchi reports that President Ilham Aliyev has signed a Decree in this regard.
According to the Decree, the following amendments have been made:
1.1. the title shall be rephrased as follows:
“On the submission of information and reports regarding the visits of delegations”;
1.2. in the preamble, the words “High-level delegation” shall be replaced with the word “Delegation”;
1.3. part 1 shall be rephrased as follows:
“1. Visits to foreign countries by high-level delegations led by the Prime Minister of the Republic of Azerbaijan, Deputy Prime Ministers, heads of central executive authorities or their deputies, as well as visits to the Republic of Azerbaijan by high-level delegations led by deputies of heads of ministries or state bodies of equal status of foreign countries or higher-ranking officials, heads of international organizations or their deputies, and visits to foreign countries by delegations led by heads or their deputies of public legal entities created on behalf of the state whose heads are appointed and dismissed by the President of the Republic of Azerbaijan, and legal entities where the controlling stake (shares) belongs to the state, as well as visits to the Republic of Azerbaijan by delegations led by officials of equal status of foreign countries, shall be coordinated with the President of the Republic of Azerbaijan, and a report on the results of the visits shall be submitted to the President of the Republic of Azerbaijan.”;
1.4. in part 2, the words “the person leading the delegation” shall be replaced with the words “the head of the state body (institution) responsible for the organization and implementation of the visit”;
1.5. in part 3, the words “the person organizing the visit and primarily responsible for its implementation” shall be replaced with the words “the head of the state body (institution) responsible for the organization and implementation of the visit”;
1.6. part 4 shall be rephrased as follows:
“4. Information regarding the visit program (name, content, participants, location, date of each event during the visit) and its significance, the necessity of physical participation in the event, travel expenses and other costs, source of funding, expected results of the visit (forecast of effectiveness), the head of the delegation, other members, and the necessity of their participation shall be submitted no later than fifteen working days before the start of the visit. If it is not possible to submit the information within this period due to valid reasons, the information shall be submitted in a shorter period with the valid reasons justified.”;
1.7. part 4-1 shall be added with the following content:
“4-1. When representatives of two or more state bodies (institutions) are included in the composition of a delegation representing the Republic of Azerbaijan, the information provided for in the first sentence of part 4 of this Decree and the proposal regarding the head of the delegation shall be submitted in coordination with those state bodies (institutions).”;
1.8. in part 5, the words “the person organizing the visit and primarily responsible for its implementation” shall be replaced with the words “the head of the state body (institution) responsible for the organization and implementation of the visit”;
1.9. in part 6, the word “day” shall be replaced with the words “working day”, and the word “must be” shall be replaced with the word “is”.
The Cabinet of Ministers must resolve issues arising from this Decree.
