EU’s 90 billion euro loan to Ukraine to be repaid through reparations from Russia

The European Union’s (EU) 90 billion euro loan payment to Ukraine will be covered by reparations that will reach Kyiv from Russia.

“Elchi” reports that the EU press service has released information regarding this matter.

The EU Council has adopted the final key legislative act defining the terms for granting this loan, which was agreed upon by the council in December 2025. This is expected to allow the European Commission to begin payments as early as the second quarter of 2026.

The funds will be directed toward meeting Ukraine’s most urgent budgetary needs, as well as developing its defense-industrial potential in 2026-2027.

It is noted that the financing will be provided subject to strict conditions, including ensuring the rule of law and combating corruption.

The loan will be financed through the EU’s borrowing in capital markets and will be backed by the union’s budgetary reserves.
