The Competition Commissions for Recruitment to Justice Bodies and Private Enforcement Officers have issued a joint statement

A competition for persons wishing to engage in the activities of a private enforcement officer (document submission: April 1 – May 1, 2026) has been announced by the Competition Commission for Private Enforcement Officers, and simultaneously, a competition for the position of state enforcement officer (document submission: April 17 – May 18, 2026) has been announced by the Competition Commission for Recruitment to Justice Bodies of the Ministry of Justice.

According to the information provided to “Elchi” by the Press Service of the Ministry of Justice, the acceptance of applications for both competitions is currently ongoing.

It was stated that after the announcement of the competition for the position of state enforcement officer, some candidates expressed a desire to participate in the competition for the position of state enforcement officer, others for the position of private enforcement officer, and some for both. Any person meeting the requirements specified in the announcements may participate in one or both competitions according to their preference. Each competition will be held separately and will consist of two stages. The test examination stage for each competition is fee-based.
It should also be noted that there is no specific major requirement to become either a state or a private enforcement officer; persons with higher education in any field can apply to participate in the competitions.

To facilitate the participation of candidates in the competitions, appropriate technical capabilities have been created. Thus, persons who have registered to participate in the competition announced for the position of private enforcement officer are provided with the following options:

If they wish to participate only in the competition for the position of private enforcement officer, their previous registration remains valid;

If they wish to withdraw from the competition for the position of private enforcement officer and participate in the competition for the position of state enforcement officer, they can apply in a simplified manner by following the link.

It was noted that both state and private enforcement officers:

have the status of a mandatory enforcement body;

carry out the execution of relevant decisions of courts and other bodies;

carry out the same functions and hold the same powers in this process;

are subject to administrative and judicial oversight in the manner provided by law regarding their activities.

In addition, there are the following differences between a state and a private enforcement officer:

State enforcement officer:

is a justice official, operates in the local enforcement body of the Ministry of Justice;

wears a special rank and a special uniform;

receives a monthly salary in exchange for the performance of their duties;

executes all enforcement documents;

also carries out the execution of sentences not related to imprisonment in criminal cases, including probation supervision.

Private enforcement officer:

is not a justice official, but a separate professional;

wears a special uniform and badge;

operates based on a certificate issued by the Ministry of Justice;

carries out their activities in their office, hiring their own assistants and other employees for this purpose;

earns income from their activities based on tariffs, financing their office and themselves, and paying taxes and other mandatory payments;

executes all enforcement documents, taking into account the exceptions established by law.

It was noted that persons who have worked for at least 3 (three) years in positions involving special ranks or as a state enforcement officer in the body of the Ministry of Justice that directly oversees the activities of enforcement officers are exempt from the test stage of the competition for private enforcement officers. To be exempt from the test stage, individuals can submit supporting official documents during working hours – from 09:00 to 18:00 until May 1, 2026, to the administrative building of the Ministry of Justice located at 1 Inshaatchilar Avenue.
