Over 11,000 families have been provided with housing in 10 years.

“Elchi” reports that this was announced at an event held at the administrative building of the State Housing Development Agency (MİDA) of the Republic of Azerbaijan in connection with the 10th anniversary of the agency’s establishment.

Before the event, the leadership and staff of the State Agency paid tribute to the dear memory of the National Leader Heydar Aliyev at the Alley of Honor on the occasion of this significant day. In addition, the agency’s staff visited the graves of our compatriots who sacrificed their lives for the independence and territorial integrity of Azerbaijan at the Alley of Martyrs.

Subsequently, a meeting was held dedicated to the results of the 10-year activities and future tasks of the State Housing Development Agency, which was created to improve the living conditions of citizens, create conditions for obtaining housing on preferential terms (affordable housing provision), and ensure the construction of multi-apartment residential buildings that meet modern architectural styles and ecological and energy efficiency requirements.

Sadiq Sadigov, Chairman of the Board of the State Housing Development Agency, opened the meeting with introductory remarks. He stated that the improvement of the living conditions of Azerbaijani citizens and the strengthening of social protection of the population are always at the center of the country’s leadership’s attention. Another indicator of the special attention paid by the President to the issue of providing the population with housing on preferential terms was the creation of the State Housing Development Agency of the Republic of Azerbaijan by his Decree dated April 11, 2016.

It was noted that from the first day of its operation, the Agency organized its work based on the recommendations and instructions of the President of Azerbaijan. Sadiq Sadigov noted that in order to organize the acquisition of housing by the population on preferential terms, the Agency has launched a total of 19 projects in Baku and the regions during its 10-year activity. Of these, 16 are affordable housing projects, and 3 are projects implemented within the framework of the “Great Return” to Karabakh.

Construction of 8 of the affordable housing projects has been completed, and the implementation of 8 projects is currently ongoing. The completed projects include the Yasamal Residential Complex, the second phase of the Yasamal Residential Complex, the Hovsan Residential Complex, the second phase of the Hovsan Residential Complex, 2 projects in Sumgayit, the Ganja Residential Complex, and the Lankaran Residential Complex.

In the completed projects, nearly 12,000 apartments, 5 schools, 9 kindergartens, 1 modern medical center, and 1 shopping center have been built.

The apartments in these complexes were provided to citizens both through the “Affordable Housing” system and based on state orders. Thus, over 10 years, more than 11,000 families in total have acquired housing from the Agency’s projects.

It was emphasized that all apartments offered to citizens on preferential terms are fully renovated and equipped with kitchen furniture, a combi heating system, and water, gas, and electricity meters. The sale of apartments is carried out both by using preferential mortgage loans and by payment at one’s own expense. The process of granting preferential mortgage loans during the sale of apartments is carried out through agent banks that have signed a cooperation agreement with MİDA LLC. Currently, there is cooperation with 12 agent banks for the provision of preferential mortgage loans.

The design and construction of multi-apartment buildings are carried out in accordance with the State Construction Norms (AzDTN) and the legislation of the Republic of Azerbaijan, also taking into account leading international experience in this field.

It was noted that in addition to multi-apartment buildings, the design and construction of large courtyards, green zones, playgrounds, and social infrastructure (schools, kindergartens, etc.) are carried out in the residential complexes to create all necessary conditions for people’s comfortable living. At the same time, in accordance with modern urban planning principles, transport infrastructure is created, integration into the public transport system is organized, and the comfortable, unobstructed, and safe movement of pedestrians and vehicles is ensured. Parking spaces are also allocated for residents’ cars. Special attention is paid to creating the necessary infrastructure for the comfortable movement of people with disabilities and building bicycle paths to ensure a healthy lifestyle for residents.

Of the 8 ongoing projects, the construction of the Binagadi, Shirvan, and Yevlakh residential complexes is nearing completion. The Saray, Hovsan (2,31), and Hovsan (5,83) projects are currently being implemented. The design of the Nakhchivan Residential Complex is nearing completion, and the design of the Shamkir residential complex is ongoing. These projects are intended to build more than 6,000 apartments, 2 schools, and 5 kindergartens.

Also, a new land plot in the city of Salyan has been placed at the disposal of the Agency for the construction of affordable housing.

Regular monitoring is carried out by the State Housing Development Agency to study the housing needs of the population and identify appropriate land plots for the construction of affordable housing in the country’s regions.

Sadiq Sadigov added that, on the instructions of the President of Azerbaijan Ilham Aliyev, restoration and construction works are being carried out rapidly in the liberated territories today. Karabakh and East Zangezur are being completely rebuilt, the most modern infrastructure is being created, new roads, airports, and power plants are being built, and smart villages, settlements, and cities are being established. Within the framework of the “Great Return” to Karabakh and East Zangezur, in accordance with the instructions of the head of state, residential complexes have been built by the State Housing Development Agency in the liberated Fuzuli and Jabrayil districts for the permanent settlement of former internally displaced persons, and residential buildings in the city of Khojaly have been majorly renovated.

The Fuzuli Residential Complex, covering a total area of 8.9 hectares, consists of 38 residential buildings. There are a total of 846 apartments in these buildings. Permanent settlement of families has already been ensured in the completed Fuzuli Residential Complex. On August 23, 2023, President of the Republic of Azerbaijan Ilham Aliyev and President of the Republic of Uzbekistan Shavkat Mirziyoyev met with residents who moved into new homes in the residential complex and also inspected the apartments.

The construction of the Jabrayil Residential Complex has also been completed, and on October 4, 2024, President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva participated in the opening of the residential complex built in the city of Jabrayil, and the keys to the apartments were presented to the city residents who moved into new homes. The residential complex, located on a 7.87-hectare land plot, consists of 33 residential buildings. There are a total of 712 apartments in these buildings.

Also, 15 three-story residential buildings consisting of 180 apartments located on a 3.34-hectare area in the city of Khojaly have been majorly renovated by the Agency. President of the Republic of Azerbaijan Ilham Aliyev, First Lady Mehriban Aliyeva, and their daughter Arzu Aliyeva became acquainted with the conditions created after the reconstruction on May 28, 2024.

In addition, based on the instruction of President Ilham Aliyev, after the terrible earthquake in Turkey, the Azerbaijani government supported the construction of a new neighborhood for the affected settlements in the Kahramanmaras province where the earthquake occurred. With the support of the Turkish Government, the project area was named “Azerbaijan Neighborhood”. The State Housing Development Agency acts as the executive body of the Republic of Azerbaijan. A primary school and a kindergarten building, as well as 4 residential blocks, were built and handed over by the Agency in the “Azerbaijan Neighborhood”. On June 19, 2025, the foundation of the cultural center located in the “Azerbaijan” neighborhood was laid.

One of the important events related to the Agency’s activities was the creation of an electronic system that will ensure the registration of applications of citizens who have the right to purchase housing on preferential terms in real-time and the sale of apartments on preferential terms. For this purpose, the “Affordable Housing” system was created on the “Electronic Government” portal, and the registration of applications began on May 30, 2017. Over the past period, the right of more than 45,000 citizens to acquire housing has been confirmed, and the creation of electronic cabinets for these persons has been ensured. All citizens who have an electronic cabinet have equal rights in choosing apartments, regardless of the registration date and serial number.

It was stated that the Agency attaches special importance to taking into account advanced international experience in its activities. In this regard, business trips of Agency representatives were organized to the Republic of Turkey in 2016, the Swiss Confederation in 2019, the United States of America in 2020 and 2023, and the Republic of Singapore in 2017 and 2026 to study the multi-year experience in the field of affordable housing construction. In 2020, the Agency’s participation was ensured at the 58th session of the UN Commission for Social Development on the topic “Affordable housing and social protection systems for all to address homelessness” held in New York. The speech at the session provided information about the social-oriented policy of the Azerbaijani government, as well as the activities of MİDA in implementing this policy, the projects implemented, and the “Affordable Housing” electronic system.

“Over the past period, the Agency has cooperated closely and effectively with the media to organize accurate, detailed, and prompt information for the public. Also, information was shared through the Agency’s official website and social media pages, and media tours were organized to the projects under construction.

During its activity, various social and ecological campaigns have also been organized by the Agency. Within the framework of these measures, donations were made to charitable foundations to support the state’s social policy, and aid was distributed to martyr families, war veterans, and low-income families. Along with this, tree-planting campaigns were held at various times,” it was noted at the meeting.

Other officials of the Agency who spoke with report presentations at the event also provided detailed information about the work done in relevant fields over 10 years and the tasks ahead.
