The theoretical and practical knowledge of educators in children’s music, art, and painting schools will be assessed based on certification.

According to elchi, this is reflected in the proposed amendment to the Law “On Education,” which was discussed at today’s session of the Milli Majlis.

The draft was prepared to ensure that the theoretical and practical knowledge of educators working in children’s music, art, and painting schools, as well as other state educational institutions of this type under the Ministry of Culture, is assessed based on certification according to special rules, rather than through attestation.

Currently, in accordance with existing legislation, the documentation of attestation results is mainly limited to documented protocols and does not include tools such as written and objective tests for professional suitability, skills, and other performance indicators, nor does it provide for digital assessment tools, performance evaluation systems, and other modern methodologies. This reduces the overall objectivity of the assessment and does not align with modern practices.

At the same time, since the legal justification of attestation results and the mechanisms for their application in court disputes are not sufficiently clearly regulated, the risk of labor disputes in this area increases.

When attestation is conducted orally, the lack of precise and measurable assessment criteria increases dependence on subjective approaches. In addition, organizing oral attestation creates additional financial and administrative burdens, and the formation of commissions and the long-term nature of the process lead to the inefficient use of state funds.

As a result of the adoption of the draft, the assessment of educators’ theoretical knowledge, experience, and professional suitability through certification exams instead of attestation will ensure the transparency of this process, the comparability of results, and their high reliability, which will contribute to the development of the mentioned network of educational institutions and the improvement of the quality of education.

At the same time, the certification process involves the regular updating of professional knowledge, which in turn will encourage the continuous professional development of educators and the constant improvement of their professional knowledge and skills.

After the discussions, the draft law was put to a vote and adopted in the third reading.
