MES organized a videoconference within the framework of the “Year of Architecture and Urban Planning”

The State Agency for Control over Construction Safety (SACCS) of the Ministry of Emergency Situations (MES) organized a videoconference on the topic “Basic principles of designing construction objects in the modern era”.

The event, organized by the Main State Non-Departmental Expertise Department of the MES SACCS within the framework of the “Year of Architecture and Urban Planning”, was attended by subjects of construction activity – representatives of ministries, state committees and agencies, Architecture and construction departments of local executive authorities, specialists of leading design organizations, manufacturers of construction materials, and officials of city and district executive authorities of the Nakhchivan Autonomous Republic. A total of 330 specialists participated in the videoconference, which was organized for the second time.

Opening the event with an introductory speech, Bakhtiyar Taghiyev, Deputy Head of the MES SACCS, greeted the participants and stated that the construction sector of Azerbaijan, which has deep historical roots and traditions, plays a major role in the development of the country’s economy and society, and continues to demonstrate positive dynamics today thanks to significant changes, institutional reforms, and state support. During the years he led the country, the Great Leader Heydar Aliyev, the architect and founder of the modern independent Azerbaijani state, made invaluable contributions to the revival of the construction complex, just like other sectors of the economy, and achieved the creation of a vast construction potential in the country, significantly increasing the quality of construction and installation works and reducing execution times. Emphasizing that the conceptual approach, hard work, and far-sighted policy of the National Leader lie at the root of the achievements in the construction sector, Bakhtiyar Taghiyev noted that as a result of the special attention and care of the head of state, Mr. Ilham Aliyev, construction, reconstruction, and improvement works have gained wide momentum in the country, and this field has become one of the priority areas. The speaker added that in the modern era, ensuring the safety and quality of construction objects and successfully fulfilling the assigned tasks places great responsibilities on the expertise institution, designers, and other subjects of construction activity, increasing their self-confidence and sense of responsibility. Bakhtiyar Taghiyev also provided information and recommendations regarding the construction control measures implemented by the Agency, compliance with the expertized design-estimate documents directly during the construction process, errors allowed in construction, and ways to eliminate them.

Then, Tayyar Huseynli, Head of the Main State Non-Departmental Expertise Department of the MES SACCS, spoke and stated that the gathering of local specialists at this event held within the framework of the “Year of Urban Planning and Architecture” is of great importance and creates an opportunity for a broad discussion of the issues brought to the agenda. Bringing to attention that large-scale restoration and reconstruction works have started in the territories liberated from occupation following the Victory in the 44-day Patriotic War under the wise leadership of the Honorable President, Victorious Supreme Commander-in-Chief Mr. Ilham Aliyev, Tayyar Huseynli provided information about the infrastructure projects implemented within the framework of the I State Program on the Great Return. He noted that the Main State Non-Departmental Expertise Department has made its contributions to the development of the country’s construction complex by doing important work in the direction of evaluating the compliance of numerous construction objects with technical requirements during the years it has been operating. Pointing out that design is one of the most important stages of construction activity, Tayyar Huseynli emphasized the necessity of constantly raising the level of preparation of construction projects. He stated that innovative novelties have been applied in the expertise institution to ensure the promptness of providing opinions on design-estimate documents and to organize effective interaction with subjects of construction activity. Presenting statistical data on construction projects reviewed at the Expertise Department, Tayyar Huseynli emphasized that optimization works are being carried out in the design of construction objects. The speaker touched upon the general level of preparation of construction projects, noted positive experience and acceptable technical solutions in design, as well as errors made in the preparation of design-estimate documents and their expected negative impacts on the future operation of construction objects.

At the videoconference, department heads and leading specialists of the Main State Non-Departmental Expertise Department made presentations on the legal and regulatory framework of design activity, master plans and architectural solutions, software products for structural calculations, road construction, energy efficiency, health, safety and environmental protection, pricing and estimate normalization in construction, document circulation in the expertise process, and other related topics. Also, a video reflecting the development rates of the country’s construction sector and the activities of the Expertise Department was shown.

At the event, questions were answered, a broad discussion was held around the topic, and proposals were voiced.
