Amnesty act applied to over 18 thousand people by justice authorities

The amnesty act has been applied to over 18 thousand people by justice authorities.

The Ministry of Justice informed “Elchi” about this.

It was reported that the Milli Majlis’s Decision dated December 19, 2025, on declaring an amnesty in connection with the “Year of Constitution and Sovereignty,” was applied to 18,203 individuals by the Penitentiary and Probation Services of the Ministry of Justice, as well as the Investigation Department, in conjunction with prosecutor’s offices and judicial bodies, from December 22, 2025, to March 31, 2026.

Of the individuals to whom amnesty was applied, 5,310 were released from imprisonment for a certain period, and 10,226 were released from non-custodial sentences. Additionally, the sentences of 2,648 people convicted of imprisonment were reduced by 6 months. 19 people were released from criminal liability (under the investigative jurisdiction of justice authorities).

Among those serving sentences in penitentiary institutions, 20 individuals were released from punishment for participating in the Patriotic War, and 18 individuals were released for reaching the age of 60 by the date the decision came into force.

Of the individuals to whom amnesty was applied, 1,309 committed crimes that do not pose a great public danger, 15,996 committed less serious crimes, and 898 committed serious crimes.

In total, among the individuals to whom amnesty was applied, 17,292 are men (86 of whom are minors), and 911 are women (1 of whom is a minor).

The execution of the amnesty act is ongoing.
