Seminars-consultations were held in the Main Department for Work with Municipalities of the Ministry of Justice on the topic of “Improving Management in Municipalities: Methodological Support and Discussion of Characteristic Shortcomings”.

It was reported that representatives of Baku municipalities, National Associations of Municipalities, and the chairman of the Public Union “Promotion of Municipal Activities” participated in the events.
During the seminars, issues arising from the approved Action Plan related to the declaration of 2026 as the “Year of Urban Planning and Architecture”, as well as from the “Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan” were discussed. In this framework, the importance of strengthening technological potential in local self-government bodies, increasing the digital skills of employees, and organizing activities in accordance with the digital development priorities defined at the state level was emphasized.
In addition, information was provided on the results of the discussion in the Milli Majlis (National Assembly) of the “Annual Report on the Implementation of Administrative Control over the Activities of Municipalities for 2025”, proposals voiced by deputies, and measures to be taken.
At the same time, based on the analysis of the results of administrative control and methodological assistance, the importance of correct calculation of taxes in municipalities, compliance with legislative requirements regarding budget forecasting and execution, prevention of risk-creating situations, increasing citizen satisfaction, and adhering to ethical conduct rules was brought to attention.
56 people participated in the events. At the end, the opinions and proposals of municipal representatives were heard.
