Elchi.az reports that this was stated by Russian Foreign Minister Sergey Lavrov.
He recalled the American Donro Doctrine, an updated version of the Monroe Doctrine, which states that in the Western Hemisphere, the United States will decide everything arbitrarily and does not want other players there.
“By the way, this doctrine is confirmed by the fact that after what happened with Venezuela, the United States is now removing obstacles to the operation of the Venezuelan oil industry. However, by the direct decision of the Minister of Finance, Russia, China, and Iran are prohibited from participating in any operations related to oil production and sales in Venezuela.
