697 municipal acts were canceled last year.
According to Elchi.az, this was reflected in the “Annual Report of the Body Exercising Administrative Control over the Activities of Municipalities (for 2025)”, which was discussed at today’s meeting of the Milli Majlis Committee on Regional Issues.
It was noted that 81711 municipal acts (including 1935 in the Ministry of Justice of the Nakhchivan Autonomous Republic) submitted for review in the order of administrative control during the year were subjected to legal expertise, and as a result, 79448 (97.2%) acts were found to comply with the legislation. According to the Law “On Administrative Control over the Activities of Municipalities”, proposals were submitted to the relevant municipalities to amend or cancel 1645 (2%) acts that contradict the requirements of normative legal acts, and 618 (0.8%) acts were carried over to the next year.
Based on the proposals, 644 (0.79%) acts were canceled by the municipalities, 950 (1.16%) acts were amended, and 44 (0.05%) proposals were carried over to the next year. Lawsuits were filed in courts regarding 7 (0.008%) proposals that were not fulfilled by the municipalities.
Out of 4132 appeals received regarding the activities of municipalities, 3618 (87%) were considered, 204 (5%) were sent to the relevant authorities, and 310 (8%) appeals were carried over to the next year. As a result of the administrative control procedure on appeals, all 53 municipal acts that contradicted the requirements of the legislation were canceled based on the proposals submitted to the relevant municipalities regarding their amendment and cancellation.
In general, during the administrative control procedure for both acts and appeals, 697 (41%) out of 1698 acts proposed were canceled, 950 (56%) were amended, lawsuits were filed in courts regarding 7 (0.4%) proposals, and 44 (2.6%) proposals were carried over to the next year.
It is specifically noted that although the number of municipalities in the country decreased by 57% as a result of the merger, a comparative analysis of the data for 2024-2025 shows that a number of indicators did not decrease proportionally, but rather increased in certain areas. Thus, as a result of strengthening administrative control over the activities of municipalities by the Ministry of Justice, increasing the effectiveness of assistance and methodological support measures for the organization of their activities, a 33% increase was achieved in the number of municipalities whose activities were inspected, a 22% increase in the number of materials sent to the relevant law enforcement agencies, and an 11% increase in the rate of provision of administrative offense protocols sent to the court.
At the same time, compared to the previous year, there was a decrease of only 20% in the number of acts adopted by municipalities, 7% in the number of awareness-raising activities carried out, and only 18% in the number of participants involved in these activities. At the same time, a 36% decrease in the number of acts proposed for amendment or cancellation and a 51% decrease in the number of administrative offense protocols sent to the court due to the creation of the possibility of submitting acts electronically through the “Work with Municipalities” information system confirm once again that there are positive changes in the quality of municipalities’ activities in the current year as a logical result of the measures taken.
