The European Union (EU) has agreed on a financing mechanism for Ukraine in the form of a 90 billion euro loan, which was proposed at the EU summit in December 2025.
Elchi.az reports that the Reuters agency reported this, citing its sources in Brussels.
“EU ambassadors agreed on Wednesday on the details of a 90 billion euro euro loan for Ukraine,” the report said.
The EU Council stated that 2/3 of the funds will be directed to military aid, and the rest to general budget support. According to the agreement, Kyiv should use the loan primarily to purchase weapons within the EU, and if necessary, from other countries.
The agreement must also be approved by the European Parliament. Diplomats hope that the approval will take place in the near future, which will allow the European Commission to start raising funds from the markets and make the first payment to Ukraine in early April.
In December, the leaders of the member countries of the Union agreed to finance the loan to Ukraine at the expense of funds raised by the EU, instead of using frozen Russian assets.
