Prime Minister signs order

Relevant measures have been identified to ensure the implementation of the “Azerbaijan Culture – 2040” Concept of Culture of the Republic of Azerbaijan.

Elchi.az reports that Prime Minister Ali Asadov signed an order regarding this matter.

According to the order, the Ministry of Culture has been instructed to prepare proposals related to individual clauses of the Action Plan for the implementation of the Concept for 2026-2030, and to submit them to the Cabinet of Ministers after согласование with relevant government agencies. The Ministries of Justice, Economy, Foreign Affairs, Ecology and Natural Resources, the State Tourism Agency, the Intellectual Property Agency, ANAS, as well as the Icherisheher and Shusha State Reserves are also involved in this process.

The Ministry of Science and Education, as well as the Azerbaijan National Academy of Sciences, must also submit their proposals on the relevant sub-paragraphs related to the implementation of the Action Plan to the government within the specified timeframes.

The Center for Analysis of Economic Reforms and Communication has been instructed to create a special module within the Unified Electronic Reporting Portal for monitoring and evaluating the implementation of the Concept. The monitoring and evaluation process is scheduled to be carried out on an annual basis starting from 2027.

The main implementing bodies of the Action Plan must identify responsible persons, prepare annual target indicators, and place project information in the electronic system on a quarterly and annual basis.

A working group will be formed under the Ministry of Culture to coordinate the implementation of the Concept, and the state of implementation will be discussed twice a year.

In cases where the projects envisaged in the Action Plan are financed from the state budget, the Ministries of Finance and Economy will ensure that information on expenses is placed in the electronic system.

The control over the execution of the order has been entrusted to the Humanitarian Affairs Department of the Cabinet of Ministers.
